Wow, that was born in a vacuum of information. My first advice is to consult with Nara to see if ever requested a citizenship. The list of his parents and birthplace. Trying to find birth records in Alberta in that time will be very tedious and almost impossible. You probably best to work backwards from the previous years and see if Nara or a death certificate may give you some help. The Census of 1920 is in Seattle and show their parents were both English. It also shows their status as permanent foreigners, like the 1930 census. Must be an Alien Registraion for permanent residence which was presented before the INS and NARA would. Now the hard part is finding it. So far only the records of Phoenix since 1918 are digitized. But maybe this will give an idea what you're looking for and where to find it. http://www.archives.gov/research/arc/topics/aliens.html
