Free genealogy information?

Where can I find birth records in Texas from 1900-present (focusing on the years 70, actually) for free online. Roots Before it was bought out website contained information about the birth of charge. In addition, anyone can Louisiana to find the birth and death records online free (60, in?).

Free? I do not know .. descent has an index of Tx birth, but not free. Really kind of scratch my head of them have much. The birth records are particularly vulnerable to identity theft and / or privacy laws, so it is curious that they would have those. Same for Louisiana, but I do not think is descent.
